Congressional Republicans Embrace President's Proposal to Replace Affordable Care Act

US senators are meeting during the weekend for the initial time since the government shutdown began more than a month ago, but expectations for a cross-party deal on how to end the impasse appeared to recede as GOP senators floated a proposal toxic to Democrats: eliminating the Affordable Care Act, called Obamacare.

Deepening Impact of Government Shutdown

The impact on US citizens from the longest shutdown of the federal government in history deepened on Saturday, as federal workers went without pay, carriers were forced to cancel flights and Supplemental Nutrition Assistance Program benefits have been delayed for forty-two million Americans.

Trump's Plan from Golf Course

As Saturday's meeting got started, Republican senators welcomed a suggestion made on social media early Saturday by Donald Trump from his resort in West Palm Beach, for subsidies to be replaced by HSA-style accounts.

"My recommendation is to Senate Republicans that the Billions of Dollars currently being sent to money sucking Insurance Companies in order to save the bad Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump posted.

Republican Endorsement

Multiple Republican senators welcomed the proposal, which is similar to a replacement for Obamacare put forward in 2017.

"We will replace this broken system with something that is actually better for the patient," one senator stated.

Another senator commended Trump's suggestion on online platforms, and displayed a large print of Trump's post as he spoke on the Senate floor.

"I'm writing the bill right now," a third senator posted in reply to Trump's suggestion. "We must stop public funds from going to carriers and instead give it directly to Americans in health savings accounts and let them buy the medical coverage they want."

Democratic Reaction

Democratic lawmakers expressed alarmed responses to Trump's plan.

"Essentially, Donald Trump's 'proposal' for health care is yet another cynical attempt to eliminate Obamacare," one Democratic senator commented. "This is the same failed Republican plan that's been rejected by voters and Congress."

Another lawmaker reacted to the criticism of carriers by posting: "Oh, Trump and the Republicans dislike how the big, bad insurance companies are overcharging Americans. Seriously? Then I applaud your support for Medicare for All."

Continuing Negotiations

The Senate went into recess without finding a resolution, but Senate Republican leaders have indicated an openness to an developing plan from a small group of moderate Democrats to terminate the shutdown in exchange for a later vote on the Obamacare subsidies.

One Democratic senator, who is leading the talks among moderates, said that Democrats "require another way ahead" after Republicans rejected an proposal to restart the government and continue the payments for a year.

Another senior Democratic lawmaker persisted in maintaining that Republicans should agree to a 12-month continuation of the subsidies before negotiating the long-term of the tax credits.

"Doing nothing is irresponsible because people will go into debt, people will become uninsured, people will get sicker," the senator said in a Senate address. "That's what will happen if this Congress fails to act."

Partisan Dynamics

None of the Republican senators seemed to grapple with the fact that patients would still need to buy plans from the same insurance companies, or that Republican lawmakers need the backing of several Democrats to reopen the government, and the concept of repealing and substituting Obamacare with HSAs is unlikely to earn a solitary Democratic vote.

Several observers suggested that the essence of such a proposal would remove the ACA's mandate that insurance companies cover patients with existing health issues.

After his golf outing, Trump went back to his residence and reiterated on his insistence that Republicans stop seeking agreement and try instead to eliminate and replace Obamacare with a iteration of the plan that was unsuccessful to garner enough support in 2017.
